A WEIHR identity is the durable principal behind an account. For a new human account, the minimum useful record is an active identifier, one ONS handle, one valid unique ~w wallet, explicit provenance, and an empty rig set.

A normalized ONS handle and a checksum-valid ~w wallet that are not already bound to another active principal.

Rigs and evidence
No rig, crystal fingerprint, or physical-verification claim is added until real hardware is enrolled and verified.

Later physical enrollment
When a real rig arrives, enrollment is a separate lifecycle event. It records the hardware relationship and fingerprint without replacing the human identity, handle, wallet, or account history.
